A slight and routine police procedural, packaged in a location-shot documentary style. For the majority of the film the glimpses of 1948 New York City are by far more compelling and interesting then the plot. It isn't helped by the producer, Mark Hellinger's schmaltzy and omniscient voice over narration. The film never takes off on it's own until the climactic chase scene through the streets and up the Williamsburg bridge. Then it finally combines it's documentary approach with a film noir style to fantastic effect.
